over on my end we had to give a no award and redo an itq because
of change in specs 
here, we awarded already.. then something happened.. the fricken
organisation got an award which is so important it cannot be left
out of the publication..
so LL lor.. even the vendor could not fit that into the original
specs without it making look like a hack job..
but more importantly, the bloody boss wanted it
